3Ho-Oh — Rainbow Wing via EusineIn Crystal, Ho-Oh is gated behind catching all three beasts. Once Raikou, Entei, and Suicune are yours, visit Eusine in Celadon City — he hands you the Rainbow Wing and points you to the Tin Tower in Ecruteak.
