With the Silver Wing from Pewter, return to the Whirl Islands on Route 41 (between Olivine and Cianwood).
Section 2 Roaming Beasts — Final CleanupIf you haven't bagged Raikou (Electric) and Entei (Fire) yet, now's the time. They roam Johto and flee on turn one , keeping whatever HP/status you've inflicted between encounters.
Section 3 Ho-Oh — Rainbow Wing via EusineIn Crystal, Ho-Oh is gated behind catching all three beasts. Once Raikou, Entei, and Suicune are yours, visit Eusine in Celadon City — he hands you the Rainbow Wing and points you to the Tin Tower in Ecruteak.
